In accordance with 《the relevant requirements of the notice on the 13th Five-Year planning system of the Ministry of industry and information technology and the Ministry of information》, the Ministry of industry and information technology has compiled and issued 《the development plan of the building materials industry》. In order to improve the quality and benefit as the center, the plan takes the supply side structural reform as the main line, takes the innovation driven development as the main line, and makes the innovation driven development as the motive force, focuses on reducing the excess capacity, upgrading the traditional industry, optimizing the element allocation, building a new industrial system, expanding the new space for development, pushing the industrial transformation and upgrading to the building materials industry. Strong change "lays a more solid foundation." The plan puts forward five specific tasks, such as speeding up structural optimization, strengthening collaborative innovation, promoting green development, promoting integration and development, and promoting international cooperation, including the production and application of green building materials, key material support, mineral functional materials development, cooperative disposal and promotion, "three products" action promotion, and service platform construction, and so on. Key projects have been clarified.

For the green development of building materials industry, the plan also made requirements for refractories for building materials. First, we should strengthen the development and popularization of the new technology of ceramic raw material dry powder, the homogenization of raw materials, gradation and recycling technology after the use of the materials. Second, the special promotions of chromium free refractories to prevent heavy metal pollution. Three in order to meet the low carbon green development of the building materials industry, it is required to apply the technical modification of the furnace light, energy saving and high efficiency, to build and popularize biodegradable amorphous refractory products.
