Zhao Hengxin, a member of the Party Group and deputy director of the Liaoning Provincial Environmental Protection Department, pointed out that the Standard is a compulsory local standard, and its introduction is conducive to promoting the transformation and upgrading of Liaoning magnesium industry and reducing energy consumption. Peng Mei News (www.thepaper.cn) noted that from April 25 to May 25 last year, the Third Environmental Protection Supervision Group of the Central Committee carried out environmental protection supervision in Liaoning and formed supervision opinions. One of the supervisory opinions pointed out that Liaoning is the main source of magnesium resources in China, but for a long time, the industry access threshold is low and the level of environmental protection is poor. Magnesium mining and processing and smelting cause serious ecological damage in the region, and the problem of continuous pollution is prominent.
According to Zhao Hengxin, the proven magnesite reserves in Liaoning Province account for 85.8% of the country and 20% of the world's total, mainly concentrated in Anshan, Yingkou, Dandong and Fushun. At present, there are more than 800 magnesia refractory production enterprises in Liaoning Province, but most of them are small-scale, low level of technical equipment, low production efficiency and serious environmental pollution.
It is imperative to remedy these problems. However, before that, there was no specific emission standard for magnesia refractory industry in the state and local, and there were some problems in applying other standards, such as weak industry pertinence and incomplete indicators.
Liaoning issued the "Standard" to solve the current environmental protection standards do not meet the environmental management needs of magnesium industry, filling the gap of pollution discharge standards in magnesium refractory industry.
Peng Mei News learned that the time division of the implementation period of the Standard has reserved time for the installation and commissioning of environmental pollution control facilities for existing enterprises, so as to avoid the phenomenon of excessive discharge of enterprises when the new standard is implemented.
Specifically, the limits of organized emissions (i.e. chimney emissions) require that existing enterprises be divided into two periods to implement pollutant control. In the first stage, from January 1, 2019 to December 31, 2020, existing enterprises implement the "emission concentration limits of air pollutants from existing enterprises". In the second stage, from January 1, 21, the existing enterprises will implement more stringent "emission concentration limits of atmospheric pollutants for newly-built enterprises". In addition, the environmental impact assessment documents of newly-built enterprises are approved for the construction of new, rebuilt and expanded magnesia refractory industrial facilities from the date of implementation of the Standards, and will be implemented as stipulated in the Standard of "Limited Emission Concentration of Atmospheric Pollutants from Newly-built Enterprises" from January 1, 2019.
The limit of non-organized emission (i.e. non-chimney emission) requires no time division for all enterprises. The "limit of non-organized emission concentration of particulate matter at plant boundary" shall be implemented from January 1, 2019.
Zhao Hengxin disclosed that from January 2019, after the new standards were launched, supervision and monitoring of production enterprises will be carried out to severely crack down on excessive sewage discharge according to law.
