Recently, the reporter learned from the provincial government office that the provincial development and Reform Commission has issued a public announcement on the environmental impact assessment of the medium and long-term special plan for incineration and power generation of domestic waste in Henan Province (2018-2030) (hereinafter referred to as the "Plan"), making public the general situation of the plan and the relevant information of the environmental impact assessment, and consulting the public.
Objectives: To promote the project of domestic waste incineration and power generation, and to realize the transformation of domestic waste from landfill to incineration.
With the increase of domestic waste, how to deal with domestic waste efficiently is imminent. This time, the period of Planning is 2018-2030, of which the recent period is 2018-2020 and the medium-term and long-term period is 2020-2030.
According to the planning objectives, by 2020, municipal central cities under provincial jurisdiction and some counties (cities) with prominent problems in overload operation of domestic waste sanitary landfills will have basically completed domestic waste incineration and power generation projects. The provincial domestic waste incineration capacity will reach more than 32,000 tons per day, with a total installed capacity of 600,000 kilowatts, and the proportion of domestic waste incineration capacity to the total capacity of innocuous treatment will reach 40%. Above. By 2030, the province will have a harmless disposal system of domestic refuse based on incineration and power generation. Provincial municipalities with conditions will realize zero landfill of primary refuse. The capacity of municipal refuse incineration in the province will reach 84,000 tons per day, with a total installed capacity of about 1.6 million kilowatts, and the proportion of waste incineration disposal capacity to harmless disposal capacity will reach about 70%.
The key tasks are to accelerate the integration of domestic waste classification and collection and transportation of urban and rural domestic waste, actively promote the construction of domestic waste incineration power generation projects, realize the transformation of terminal disposal mode of domestic waste from landfill-based to incineration-based diversified disposal mode, and comprehensively improve the level of harmlessness, reduction and resource utilization of domestic waste.
Task: The province plans to build 75 new domestic waste incineration power generation projects
In terms of improving the capacity of waste incineration, 75 new domestic waste incineration power generation projects are planned in the whole province according to the principle of "overall planning at the provincial level and the main body of cities and counties". After the completion of all projects, the capacity of newly added living waste incineration is about 75,000 tons per day. Among them, 53 projects are planned to start construction before 2020, with a total processing capacity of 51,000 tons per day and an installed capacity of about 1 million kilowatts; 22 projects are expected to start construction before 2021-2030, with a total processing capacity of 24,000 tons per day and an installed capacity of about 500,000 kilowatts.
In terms of improving the collection and transportation system, by the end of 2020, all provincial municipalities and cities in the province will carry out the compulsory classification of domestic waste, plan to increase the capacity of garbage transporting by 20,000 tons per day, and more than 90% of the administrative villages'domestic garbage will be effectively collected; by 2030, the provincial municipalities and counties will implement the compulsory classification of domestic garbage, plan to increase the capacity of garbage transporting by 35,000 tons per day, and establish a "village" Collection, town transportation, city and county treatment "urban-rural integration of domestic waste collection and transportation mode.
It is reported that, in accordance with the requirements of relevant state departments, the Provincial Development and Reform Commission, together with the Provincial Housing and Construction Department, the Provincial Environmental Protection Department and the Provincial Department of Land and Land, has compiled the "Long-term Special Planning for Domestic Waste Incineration and Power Generation in Henan Province (2018-2030)" and carried out the "Planning" environmental impact assessment work.
